EU cambia la política sobre Cuba : ¿la hora final del embargo?

El acercamiento de EE UU y Cuba abre una nueva era entre dos históricos adversarios.

El 17 de diciembre de 2014, Barack Obama y Raúl Castro anunciaron que comenzarán conversaciones para restablecer las relaciones diplomáticas que han estado interrumpidas durante más de medio siglo.

Así pues, Obama endulzará las sanciones que se impusieron a Cuba desde que empezó el embargo contra el país que se encuentra apenas a 160 kilómetros de las costas estadounidenses, a principios de la década de 1960.

¿Por qué empezó el embargo?

Estados Unidos empezó a imponer sanciones a Cuba luego de que Fidel Castro tomara el poder en 1959 y poco después nacionalizara bienes estadounidenses en la isla.

Las relaciones diplomáticas entre Estados Unidos y Cuba se rompieron cuando Cuba firmó un acuerdo comercial con la Unión Soviética, y el embargo fue oficializado en 1962.

Las relaciones permanecieron congeladas mayormente a lo largo de la Guerra Fría.

¿Qué va a cambiar?

Ambos países colaborarán para restablecer las embajadas.

La administración de los Estados Unidos va a facilitar la obtención de autorización de entrada a Cuba para los viajeros estadounidenses, que podrán hacer negocios allá.

Los bancos cubanos y estadounidenses tendrán la posibilidad de entablar relaciones.

Además las exportaciones estadounidenses de hardware y de servicios de telecomunicaciones serán autorizadas.

Obama desea el levantamiento del embargo antes de que finalice su mandato (en 2017), y tiene el apoyo de la opinión internacional.

Sin embargo, Obama no puede levantar por su cuenta el embargo en su totalidad.

Según la ley, sólo el Congreso puede poner fin a un embargo comercial, y éste sufre la presión de lobbies anti-Castro.

Así pues, la cuestión del embargo queda por aclarar.

In December 2014 the United States Senate Select Committee on Intelligence released a report describing the CIA’s 13-year-long effort to counter terrorism. 

 Water-boarding, sleep deprivation, rectal infusion…

Since the 09/11 attacks, many US government organizations have tried to improve their counter-terrorism programs. To track down and eliminate relevant threats to national security, the CIA used undercover actions and nobody really realized how far they went until now. And without the declassification of the report by the Senate, nobody would have ever known. But there are still some shadowy areas: certain places and names are illegible because they have been redacted from the report.

This report presents evidence that the US government, and particularly the CIA, used brutal and possibly illegal interrogation techniques on detainees. The document describes some of the techniques used by the CIA interrogators, which are often well known because they appear in movies and books: waterboarding, sleep deprivation, rectal infusion, keeping detainees naked and chained, or making them face walls for hours. For CIA director John Brennan “these interrogations helped thwart attack plans and capture terrorists” but he grants that “the Agency made mistakes”.

Most significantly, many Senate Democrats conclude that the program was ineffective and improperly used. Many people still agree that the CIA had to use these interrogation techniques, even if they were cruel. But instead of helping national security and tracking down terrorists, they in fact damaged the reputation of the US government. President Barack Obama added that “the techniques did significant damage to America’s standing in the world and made it harder to pursue our interests with allies and partners.”
